ICW TO REMIND THE IMPORTANCE OF PRESS CORRUPTION IN PUBLIC EDUCATION SECTOR

Indonesia Corruption Watch (ICW) emphasize the keyword fighting corruption in education is public participation, including the School Committee and parents. This was revealed in a media briefing program School Budget (APBS) Participatory and Gender Responsive, which was held by Indonesia Corruption Watch (ICW), in Jakarta.

Public involvement in the management, drafting, and proposing APBS and the Activity Plan and Budget School (RKAS), votes can suppress corrupt practices and budget disbursement for the school needs to be more effective.

Participatory APBS concept was put forward as a forerunner to the eradication of corruption is greater. Because the active involvement of the school community in addition to optimize the control, also a manifestation of real democracy in budget management.

Coordinator of Public Service Monitoring Division ICW Febri Hendri said the corruption fund education is rife in almost all schools and Education Department (Disdik). This happens due to lack of access mesyarakat to use the school budget. "There is a guarantee if public participation, monitoring by the community better. It's about pengorganiasian to build people, systems of accountable and integrity, pro-poor and anti-corruption, "said Febri.

He explained that the concept of transparency in the use of the school budget had been arranged through the Minister of National Education (Permendiknas) No. 37 of 2010 on technical guidelines for the use of funds the School Operational Assistance (BOS). The problem, schools are wrong because only describe Permendiknas inform through announcements posted in the school wall and the way it did not affect anything. He considered, this occurs because of lack of socialization in addition to school, but also due to a lack of understanding paraorang parents. "Even if there are parents who understand, he will be able to counterattack. His son will be intimidated because the schools felt their parents are too critical of the use of school funds, "he said

He cited as was the case in the district of Tangerang, and Garut District. Schools often lack the operational funds for improving the quality of teachers and students, as well as infrastructure. In fact, the central education budget has increased. Therefore, Febri rate, there is need for a management system where the public can participate more in the monitor, and know what to dipantaunya. "Hence, gender-responsive APBS Partisiaptif and this is done," he said.

According to him, the word 'partsipatif' here is an appeal that invites people to make decisions, develop vision, mission, strategy and management of school funds. In Participatory APBS, the public has the right plan and monitor the needs of school spending. "If it is enough to understand and critically, the public will be organized," he said.
